Ajisai (hydrangea) are celebrated in Japan through various festivals all over the country, one of these places being Hakusan Shrine in Bunkyo, Tokyo. While your image of central Tokyo may be tall buildings and neon lights, the shrines throughout the city provide spaces to celebrate nature, and traditional Japanese culture.
Hakusan Shrine was established in 948 and is only a 2 minute walk from Hakusan Station. This is a VERY busy festival so be prepared for crowds.
