Perhaps the most popular plum blossom festival in Japan (deservedly so) takes place at Jonangu Shrine in Kyoto. This is POPULAR so expect large crowds of people, a long line to get in, and struggling to get the perfect photo. It is stunningly beautiful but if you don't like crowds, I would skip it or get there before opening hours to wait in line.
