Although they usually start blooming around early-mid February, this year (2022) the cherry blossoms in Atami have started blooming in late January and some parts are even in full bloom. The main attraction are the cherry blossom trees along the Itogawa river, but there are a few other spots where you can see them which are listed on the city of Atami's official website.
